A Wind Chill Warning means the combination of very cold air and the wind will create dangerously low wind chill values.

New Year's Eve Day will be bitterly cold, sub zero wind chills all day long. We will also see just enough wind to give us wind chill values below zero. The cold wind chills will cause frostbite in as little as 30 minutes to exposed skin and increase potential for hypothermia. You must bring in your pets and cover up well! Highs will be in the mid-20s and things will be blustery. High temperatures even under sunny skies will be lucky to reach the 5 degree mark, perhaps establishing a new record-cold high temperature for January 1 - the standing record of 5 degrees was set back in 1969. Snow has left the Chicago area, but bitter cold air remains throughout the weekend.
